MINIMUM NUMBER OF PLAYERS FOR TEAMS TO BE ACTIVATED – FALL 22-23
Below is the minimum number of players that need to be on a team before it is sent in for review and activation by OYSA.  These numbers are only for team activation.  Starting in the Fall 22-23 seasonal year, all teams MUST be sent in for activation 1 week prior to the registration deadline.  We will not be accepting teams on the deadline that have not been previously activated.
U8 Developmental teams = 6 players
U9/U10 Developmental teams = 8 players
U11/U12 Competitive teams = 11
U13+ Competitive teams = 13 players 

PLAY UP AGES FOR DEVELOPMENT AND COMPETITIVE TEAMS
U8 – U11 – 1 year play up
U12 – U15 – 2 year play up
U16-U19 – Can have a U14 player on the team

WHAT IT TAKES TO ADD A COACH TO A TEAM
For a coach to be added to a team they will need:
     An approved background check
     Have a loaded and verified SafeSport certificate that is current 

CONCUSSION INFORMATION – THIS IS THE CLUBS RESPONSIBILITY!!!
In 2013 Oregon Legislature adopted SB721.  The legislation imposes requirements that affect all OYSA clubs.  The law requires OYSA member clubs to take action to educate coaches, parents and players over 12 years of age about concussions.  The law further requires coaches to take action when one of their players shows signs or symptoms of a concussion.  Find more information regarding concussion information/training on our website at www.oregonyouthsoccer.org – About – Risk Management

CLUBS ARE RESPONSIBLE FOR ACCURATE INFORMATION ENTERED INTO AFFINITY
Clubs that either directly register through Affinity, Blue Sombrero or have their player information uploaded from another registration system, are responsible for sending in accurate information.  It is critical that you enter the legal first name, last name and date of birth of your player.  OYSA will not go through club uploads or pushes into our system to verify player information or to find duplicate records.

OYSA NOT MIGRATING TEAMS ANY LONGER
We will not be migrating players any longer.  All player registrations either need to be done through the Affinity or Blue Sombrero registration systems or uploaded into our system by information obtained from any other registration system that your club uses.

INTERNATIONAL CLEARANCE
OYSA is requiring players/teams to meet the new US Soccer requirement for International Clearance.  Every player will have to comply with this clearance requirement.   The process can take some time, so all new players to your club should start the process immediately.  The P10 form can take less than a week, but for players that came to the US after the age of ten, the process can take months.  Be prepared!  These players CAN NOT be placed onto a team until they are Federation approved.  They can practice and scrimmage with a team, but not be rostered.  Please forward the below link to your parents.  ANY PLAYER BORN OUTSIDE THE US MUST GO THROUGH THIS PROCEDURE.  This includes US Citizens (foreign born) and non-Citizens.  There is a less rigorous clearance process if the player came to the US at age 10 or younger and is applying for clearance before they turn 10.  The following is the link to the Federation page that will guide you through the process  https://www.ussoccer.com/federation-services/international-clearance/about   The process only needs to be done once.  

CLUB PASSED PLAYERS
Only players from a competitive/developmental (age appropriate) team may be club passed to a competitive team.  No recreational players will be allowed to be club passed onto a competitive or developmental team.  Club Pass is only used during “league” play and NOT Cup play when rosters are frozen.  Club pass includes using the Affinity Club Pass feature or handwriting in of players on a roster.  Per the League Structure Premier Gold and Premier Silver teams will be limited to 4 club pass players per game starting with the 22-23 season.

PLAYER/COACH BILLING POLICY
Players and coaches will be billed to clubs the month following the players acceptance and the coaches background check.  For a player to not be billed, their application either needs to be rejected or cancelled within the same month that the player was accepted.  Billing periods are from the 1st – last day of each month.  Rejected players will not be credited back to the club if done after the initial acceptance month.  Any player originally registered and billed as a recreational player and then transferred to a competitive team will be billed the difference to the club rostering that player.  

PRINTING PLAYER/CARDS
When printing player/coaches cards, you can choose to print on regular white paper or use Avery Business Cards 8371.  Player and coaches cards must be printed in color and laminated before use.

UPDATE TO PHOTO/BC UPLOAD
FEATURE WILL NOW ACCEPT PDF FILES!  NO LONGER WILL YOU HAVE TO CHANGE YOUR DOCUMENTS TO JPEG.   

  1. We will not accept drivers license or military records as proof of birth as they do not formally confirm where the player was born. 
  2. Now when you browse for an image and select that image, the image will automatically display.  User will no longer need to click the “view image” button.
  3. We have reorganized the “Upload Image” buttons so that it is easier to find with large images.

ADDING PLAYERS TO ACTIVATED TEAMS
If you wish to have a player added to a team for weekend play, please add those players to the bottom of the roster by 3:00 pm on Wednesday to give the OYSA staff sufficient time to review the players documents for approval.  Please make sure that the documents that you or the parents load for approval are readable to us.  If we can not read the document, we can not approve the player.

COMPETITIVE & DEVELOPMENTAL TEAMS WILL NEED TO BE ACTIVATED BY STATE
We will still be using this process that was started in the Fall of 15-16.  The Club Registrar will be responsible for preparing the team and the OYSA State Registrar will Activate the team in the Affinity system once all requirements have been met.  New Requirement – All players must have a Birth Certificate loaded in the system before the team can be activated or cards printed.  This only needs to be verified once by the State and we will keep historical data to make this easier in the future.  Once your team is ready for activation, click on the Team Details tab.  At the bottom of the screen you will find a Primary League Registrar drop down.   Please choose OYSA Competitive Team Activation for the first box and Ready for Review for the second.  This sends the team information to the State Registrar for review.  If all information for the team is entered and accurate the State Registrar will approve the team for activation.  Registrars – please give yourself ample time to get this done.  Teams entered for approved after Wednesday could potentially not be approved by the weekend.  Do not send a team to review on a Friday hoping for clearance for the weekend. 

OYSA IS GOING GREEN
We will no longer provide a detailed copy of membership registration activity from Affinity with your billings.  Feel free to email Desia Bramel at desia@stopbloodnow.com to request an electronic version when needed.  You can also let us know if you would prefer to receive your invoices via e-mail only.
